Definition
Urban systems is the metropolitan hybrid's second intent (Luna 2018): programming conceptualized as network rather than as core or container. The concept's founding move is a prepositional substitution: "Polycentrality would also require conceptualization of metropolitan hybrids as urban systems. This would change the notion of a 'city within a city' to a 'system within a city.'" Where the city-within-a-city (the atrium hotel, the microcosm of metropolitan architecture) internalizes the whole city inside one autonomous shell, the system-within-a-city distributes one programmatic system across many existing buildings — legibility, not autonomy, being the goal.
The concept's case is the Boston 2024 Olympic bid (2014): the city "would need visitor centers, of which there is currently only one, and it would need to build an additional 15,000 hotel rooms in order to bring the count to the necessary 45,000 required by the Olympic committee" — about seventy-five new 200-room hotels. Luna's counter-program: "Instead of building seventy-five new chain hotels, it could address the need for visitor and information centers and the need for hotel rooms by hybridizing both. This would create a network of recognizable information centers, visitor centers, and accommodations that not only benefit tourists but residents as well, rebranding the city by providing a perceptible typology of organization and city navigation." The system is thus a city-branding device built from adaptive reuse: "Through adaptive reuse, a city could brand itself by creating these systems, as seen in Venice for the Venice Biennale, where the whole city functions as a museum by distributing exhibitions in various palaces throughout the city. This encourages visitors to navigate the whole city, as opposed to just visiting key sites, and transforms potentially mundane buildings into part of a bigger agenda."
The concept's infrastructure branch holds that "the majority of disruptions in the urban fabric occur from infrastructure" — obsolete systems "leav[e] empty voids in the urban fabric" — while transportation infrastructure "presents the biggest potential for adaptability and reuse because of their existing structures": Tokyo's highways merged with retail and residential, the High Line's elevated track-to-park conversion, NL Architects' overpass adapted into "a market, flower shop, skatepark, kayak canal, and parking." Urban systems is therefore the continuity programme: maintaining "a continuous urbanity" by converting the fabric's disruptions (train lines bisecting the city, elevated highways leaving underutilized space) into its connective tissue.
